Your remarks are the perfect example why membership run organizations do not have the flexibility to react to situations that stimulate growth and prosperity!

Membership run organizations allow anyone with an agenda to defend that agenda even to the limits of absurdity.

You are absolutely right."Private property" owners can do anything they want anytime they want and do it.

This is what you have not considered.We must have water to do what we do.Waterfront property is some of the most coveted property in the world.If we don't own it we have to beg to use it.

It is obvious there is a never ending list as to why we lose ponds.... I.E.noise,liability,parking,litter,alcohol,public urination,fighting,profanity,trampled grass,bright lights,running on sundays,ugly contestants,the list could go on and on. and that is the "truth"!

Believe this or not,pond loss does not begin and end with Orlando.In your case I am sure you are right,for whatever reason,nothing was probably going to save your site from extinction but I am also sure there are some sites that could have been saved if a "user friendly" usage approach had beed incorporated.

This is the "truth"!If RC boating in any way presents itself as a pain in the *** to the administrators of prized "waterfront" property we won't even get the opportunity to ask to use the property.

When the public can hear a .90 mono heat race 1/2 of a mile away from the race site,believe me,that is not the definition of "USER FRIENDLY".

If RC boating wants to continue to have access to some of the most expensive property in the world we must to be as "USER FRIENDLY" as possible to even get an opportunity to use the water.

Answer me this......

1.Do you believe if we make all RC boats just as loud as possible,we will have the same access to water as for example electric boats do?

2.Do you think that we have not lost any race sites due to noise?
 
Thanks Rod it's nice to hear from someone who understands how dificult it is to make rules for an organization that the membership can and should have the influance they want. It's amazing how just a few members voted and even fewer members voted against the noise rule change. DIstrict Five has about 150 members and we got exactly 20 ballots returned 4 of which were "NO". The rule or for that matter any will never please everyone but it should work for the majority which this will do. It may not save every lake site but it will help on some of them.

Zuber, Interesting you should go there with the ballot thing, KNOWING THE PROBLEMS THAT WERE HAD WITH PEOPLE GETTING THE ROOSTERTAIL.

Can I go out there in a limb by myself and say that you now mention this after the Fact. Or did we all miss some thing in the translation about " I talked to Pat about the problem" which you stated before the vote dead line.

And Rod, to a point you are correct. But I know of communities that have turned away millon dollar sporting events because it will create traffic congestion on Sunday morning. So would the correct statement be that "there are many

mitigating facters that contribute to the lost of a pond."

Vision to go forward,set a directive, produce a plan and act upon it. Everyone is say the same thing just in different ways.

Three organization and all in the same position. And aside for the NOISE rule we have WHAT???? A site picked out some were that we can call home. It would solve the Nats problem. CEO, CoO, CFO. Its time!! If "racers Gruop" is about bottom line. Maybe we need "Raiders at the Gate." Because the spinning wheel is going NO were, and we are spending a fortune and there is no future.
 
I guess the only thing I have to say on this is this.

Since the noise issue has been around for years. Why hasn't IMPBA just made it manditory, no voting, like rod said, if you give people the oppertunity to shoot it down they will.

I don't see NASCAR, NHRA, and others asking to vote on rule changes for the coming season, they just set it and the teams and racers deal with it.

If you have no options people have to conform or don't run.

At the core, I'm for the noise rule and would have voted for it if I would have received my copy of the Roostertail in time. However, I can't understand why the mechanical rule of requiring a muffler was left in. If someone can get the boat under the limit without it, the outcome is the same.

What our "IMPBA Wisemen" put up for a vote was poorly thought out. That's obvious. To require a boat that meets the intended result of the rule and to require the owners to spend time and money to meet the rule is wrong.

If somehow I convinced the "Wisemen" to put up a bill requiring everyone to add a hood ornament to the front of their boats, it would get shot down on the spot. In reality, that's all a muffler rule on a 20 boat is.

As far as the low number of votes goes, it seems to me that the board owes it to the organization to put the rule back up for vote since it's cleaar that not all members were able to vote.

It seems like the IMPBA officials need to learn to tie thier shoes tighter because they sure have tripped on the laces alot lately.

Zub, answer me this .........If my 21 Mod tunnel and pipe (inverted stinger mod) is legal under APBA rules at 92 DB and I drive the 800 + miles to a IMPBA event, Will it be legal to run without a muffler under the current passed rule ?

Since I was the first one to bring up this subject again, I want to make the following proposal to IMPBA, especially since Bill, the new incoming national President, is a member of this board. Since the intent of the muffling device was to quiet down the boats, that was achieved. The next step was to create a national max DB level and that was achieved. Having both in place is insane in my mind. My proposal is simple:

IMPBA make a proposal, up for national vote, that the DB level of 95 be the ONLY standard for noise reduction. Either you meet it or not. Period. If it requires a muffler to achieve it then so be it.

Only catch is for IMPBA, in their infinite wisdom, to have a vote deadline well after the Roostertails are delivered, OR to allow for website ballots to be used, OR either one. Not having enough time for delivery after te Roostertails are delivered (if at all) is criminal.

Remember this is an membership driven organization. WE should decide HOW things are run. If the senior leadership does not lsiten to it's members, then it's time to change the leadership. Let's not play the politics game and all of the BS that is intentionally placed with it. Time to get it right and move on.

If you concur with the proposal, then second it.

Wow well put. I did not get a rooster tail and all I got was dead air trying to get one so I could not even vote. Lets see if I get the december one.

Now for the twist.............. the dB limit will need to continue down. We need to look ahead. Next step is 92 in the next couple seasons................. and I still don't care how you do it, just do it :blink:
 
The new rule is clear gentlemen. To be legal this year under IMPBA rules, make what ever quiet pipe, muffler pipe , add on canister or whatever was considered legal last year, be under 95db. For new setups apply last year rules and make sure it is below 95db under the new rule specifications for DB meter location etc., etc. This is applicable for all categories (A,B,C,D,E,F). Anything else is not legal. These rules were voted "IN" and approved by the IMPBA board as mandated by the members of the so callled "Membership Driven" IMPBA organization. For next year the "membership driven IMPBA organization" needs to push for optimization of the rule to make sure that next year we get a rule that states "92 DB as achieved by the model boater". For "Mickey Mouse" district rules talk to the individual race event CDs and/or district directors and comply with their rules as published in the race flyers as applicable. It should be noted that these changes are the direct reflection of membership desires. For the record I am fundamentally in agreement with Eric Canto, Joe Warren, and Big Chuck.

How can you imply that it was voted on by the membership when only 20 votes were received and everyone was complaining that they could not vote because they didn't get the Roostertail? If this kind of thing happened in the workplace, heads would roll.

"The rule - book update in the March issue of the Roostertail will state this. This motion to the Board and ballot to the membership passed in a landslide." Pat Kelly, you should be ashamed of yourself for even going down this road.

With respect, I understand your point Joe Knesek, maybe I did not use the correct choice of words. but you also need to undersand that historically with or without Roostertail, IMPBA voting has been minimal compared to the number of registered members. My point is that the rule is approved and we don't have a choice until next year assuming that legislation takes place this year to change the existing rule.
 
Joe, Don and others. You KNOW that what is going to happen next season. A person may already be under 95 dB with what they're already running even though it doesn't have a muffler, they'll add some funky looking thing to the tip and call it a muffler. They could toss a piece of silicone tubing on the end and seeing how it is not Factory/Commercially made but homebuilt they could skate by the rules to a degree.

This is why I say get it down to 95 then 92 dB any way that you need to. If someone can hit 86 dB (an example) without one then why run a muffler?
 
Well gentle man all we have managed to do is arrive back were we started. And once again the majority has miss what I consider to be the point. Yes, Don 92 is fine.

But that is a bandaid to a situtatuion that requires SURGERY. I said it before and well be on "my soap box about it." WE AS AN ORGINIZATION ARE COMMITTED TO WHAT? KILLING THE NOISE!!! THAT IS NOT GOING TO SAVE US. :( :(

Call it WHAT EVER YOU WANT. Not since **** Tyndall has anyone of the prevoius or CURRENT. Laid out a plan or idea that is looking to the future. The "own OUR lake project is GONE." So what is next. Is the current state of affairs and management style good to you ALL for the next four years. In four year time each and everyone one of us has some plan of were we would like to be in life. An I the only one that thinks that GROWTH make this better for us all. Or should I go with a "right wing theory"

Maybe since the Tyndall tenure ended there has been a small and determained group who have Planned, And are seeing those plans unfold as we speak. People who want to keep the regins of power and control under their command.Have an agenda that is CAREFULly thought out, and exacuted with razor precision. People who realize that "if there is chaos it follows orders,and with orders you keep chaos"

This has been the way of the IMPBA for DECADES. One man challanged and he was defeated quickly. And chaos regins again. We are into a new century, Think about it, Zuber is to be new president, But what were the ballot totals. Do you know? Theory..............HHMMMMMMMMM

Everyone of us has to much $$$ tied up in this. Yet the return on our investment is less and less by the year. If IMPBA was looking after your 401K for a rainy day

Wow BC, rather intense reply. The big thing to keep in mind here is I agree quiet pipes & mufflers & dB limits may not save every site BUT the less you draw NOISE ATTENTION to what we do the odds increase that you don't run across these "noise pollution" knuckleheads out there that have nothing better to do but screw with people. Go do a Yahoo search on noise pollution groups & see what's out there, it's down right scary. I love these little boats & sure as hell don't want to see us continue to lose sites for whatever reasons. I said a LOOOONG time ago that there was nothing that sounded more awesome to me than running my twin with regular pipes out there at full song but if quieting things down let's us survive longer, well so be it. B)

OK, we want to get the noise down but then again we can still have a secondary problem, the places were the races are held. If it is in a location where there are homes nearby, you can still run up against people in the neighborhood that can still call the Police with a noise complaint be cause they don't want to hear those noisy things on Sunday morning.

Tell the Boys in Blue that you are conforming to IMPBA rules and they could care less.
