What is this tool for?

Guys,

Picked this up in a box of stuff. What is it? My gut tells me it is for engine assembly / dissasembly but not sure. Which type of engine is it for as well? If anyone has some literature / use instructions that would be nice. Thanks, Beasley 615-973-6764

Think it's some kind of throttle exhaust .

Exhaust throttle missing the brass barrel with o-rings on either side to seal against the aluminum body. It clamps onto the engine outlet. More popular in California.
