Kershaw 12" buoys cut in half. Easy to see and the foam density is perfect, easy on the boats and they take a pounding. When cut in half they make a nice angle to deflect impact when hit. You do not see them being dragged around the course by the rope or popped.

Are the Kershaw buoys available? The last time I ordered buoys, I was told Kershaw was out of business. We ended up getting the 7 X 7 spongex buoys.
 
We used the pool noodles in a small test pond. Cut them 12-15 inches long stick a piece of 3/4 metal in the bottom of them held by a zip tie. Then weight them down using a brick and 30# fishing line....Makes the noodle stand strait up perfect.....unless you skewer one with a cobra tunnel.........lol... it happened twice....lol
