Davo, I personally use a scroll saw, makes cutting plywood easy and can do complex shapes rather well if you're patient with it. Mine is a el cheapo GMC that cost me around AUD$90 if memory serves me correct and it has been going hard for the past 4 years.................great investment, oh yeah, I have been known to also cut aluminium with it from time to time also (just chews the blades).

Utility knife or Jig saw with a fine tooth blade. ;)

Or both, if you cut the top layer with the knife, then saw it you won't get a splintered edge!

Another way to keep the wood from splintering is this...

Use heavy clear packing tape. Apply it to the wood, covering the cut line. Push it down really well. Then just cut through the tape and wood. Peel the tape off when you're done.
 
jigsaw, I think I'm having more control with a jigsaw then a mechanically driven scroll machine, which my wife has. You can actually feel the wood and feel any resuistance. Just hold the blade at an 90 defgree angle to the wood and you'll get nice cutting edges. Use a fine blade, not the coarse ones, they cut too much wood at a time and mke the wood splinter.

As im only 13 years old im not allowed to use any big power saw so im just goin to do it hard with the stanley knife ;)
