What is the best way (easiest) to remove two part foam floatation from a hull?

Depending on what the hull is made from, you could melt the foam with solvent and scoop it out while it's still a paste or liquid. Otherwise, you will have to break out a blade or chisel and cut/dig it out

If it is two part polyurethane foam, the only option is to scrape it off. Paint thinner will not dissolve it.

I have use a Foredom pencil handle and a combination of burrs and flap wheels to grind the stuff away. Shop vac sucking up the debris so you can see what you are doing.
