My main concern is the sponsor has four bolts on it that's what confuses me

I believe both the 21 and 45 Zipp kit boats turn fins use 4 bolts through the sponson.

They don't have that fin any more..i think the r4 fin is the replacement

The R4 fin fits, you just don’t use a bolt. May just have to open the holes a little..
