if you tell us what carb you have there is a good chance we can tell you what needle setings to start with. stamped on the side of the carb should be a number, 257, 929, 1048, something like this
Modded 257 I believe, I think it's 1 1/2 H &L base settings if I'm not mistaken

TIme to listen to Lohring and just move on. The graphs are all the same basically. No difference. I run 10 oz with white gas (coleman or what ever brand Walmart is selling now). I cant stand the smell of regular gas so it suit me fine.

1 1/2 on each will be considerably out of tune.

Run it at 2 low and 1 high and go from there.

Would it be acceptable to do about half throttle in my pool while holding it to make sure the carb is halfway decently tuned to avoid a stall on the maiden run? That would be load on the engine and the water pump should keep it a decent temp with the 2 in 2 out head? Or just head to the lake and get my floaties out just in case? Lol
Is it clutched with a water pump play boat ? Hard fuel tank too ?

You don't want to do much tuning on stand or standing still. Set it at 2 low and 1 high and throw it in and get on it once you confirm there is water flow. Do a single lap. Bring it in and look it over well. If all is well and engine is getting on pipe and pulling the prop your ready to burn through a bag(tank).

The break in graph in my article shows what happens after a series of around 50 full throttle dyno runs. That's a little less than 10 minutes of continuous running. I believe That's the kind of thing that seats the ring. We never checked to see if removing the seal spring mattered. The M&D test engine in the article had zero drag seals, so seal break in wasn't an issue.

It is clutched w water pump and also a hard tank , very much so a play

Set the needles the same way regardless if it’s a play boat or race boat. Start with the above settings and go from there. You may have to lean down the low needle if you idle for long periods but the above settings will definitely get you close.

Yall are awesome and I very much so appreciate everyone who's taken the time to respond

i too agree 2 on the low and 1 on the high. all my boats, 8oz of oil, 87 octane pump gas. i live in ct so i have about 5 months of down time, to store my boat in this time i take the fuel line off the carb and run atf through the carb and some into the motor, sometimes the carbs get fussy when fuel sits in them for a period of time. but there is a catch, trying to start the motor with all the atf in there will take a bit but its worth it. good luck and dont be afraid of the questions

Do you do a mix of atf or just straight mercon? And about how much like an oz or less?

You going to need to choke it to start it too.

You close off carb with finger and pull slowly until finger is wet. This induces a flooded condition so to clear it (so you don't have to pull it excessively) you want to hold the throttle wide open then when it starts let off.
