Here is a pic of the drivers stand the ODMBA club in Smithfield built at their new site. They have since enlarged and added a second set of stairs and cd tower but this should give your local government some ideas. Good luck.

Make wide enough for 12 people drivers and spotters

Like Phil said always make it wider and longer first time around so you can hold 12 people drivers and spotters. You guys going to start a club up there?

there are only a few of us here in Port Charlotte only 5or 6 that are at the lake every Sunday....I use it like a practice course ...we just got 30 new bouys.....and now I can try to learn how to stay in a lane and learn how to drive...we need to be up higher so that we can see the entry and exits of the corners better......some of the guys have been running here for almost 20 years....anyone interested can call me at 941+451+3585..or come on down to the tampa bay rays winter training field here in Port Charlotte on RT 776...it is a nice spot...fast john out

I built this stand to use once a year at our local pond. It sets up in 30-45 minutes and holds 6 drivers and their pit guys...

guys thanks for all the help and great photos....looking forward to others coming down for a fun day...we have a retrieval boat every sunday ...and if you want you can run any morning ...just no retrieval boat ...we have no plans to try to hold races...unless we get more people and support from the county

John you really need a stand that will hold 10-12 people as each driver needs a spotter behind him. Keep in mind to also have enough room for those bodies so they're not packed in like a can of sardines. If things catch on there (it probably will) and your group grows it would be better to have the room to start with rather than adding on later.
