Does anyone have any experience using a product called DragonPlate. It is sheets of birch ply sandwiched with carbon fiber. It is apparently made with a waterproof epoxy and it is a little heavier than normal birch ply. Pro/cons for using it?

Kevin I buy carbon from them all the time & I can say it is the best I've seen. I have never used the CF/Birch laminate because I make it myself with prepreg. I'm finishing up a Whiplash 45 now using this process. It is not much heavier than plain birch and a lot stronger. The only precaution I will offer if you do it yourself is to leave it in the laminating jig until you are sure everything is cured. If not the wood will twist and once it's cured you will not get the twist out easily.
 
Another choice for sheeting hulls is using G10 laminate. http://k-mac-plastics.net/g10-fr4-sheets.htm

I'm finishing up my 78 Atlas with this stuff using .046 sheet. Superior stength and durability compared to regular glass layup. Cuts easily with a sabre saw bonds to wood or glass with 2 part Plastic/Fiber glass epoxy.

I started to using the DragonPlate for a new for a new 83 Atlas scale I am building from Newton plans. I am cutting it with a jig saw and going through blades like crazy. They offer a milling service if you want to provide them with a CAD drawing, but I don't have the time to make one from the plans. I am only going to use it in a couple of places so I will continue changing blades every couple of minutes.
