Whats the difference between a 1815-19-38 and 1815-17-45?

The rake and percentage of blade area I believe, rite Mark?

The 1815-17-45 has a 17 degree rake instead of a 19 degree rake that is on the 1815-19-38. The last number is bar number of the blade. There is more blade area on the 45 than a 38. When you lay the 2 props side by side you will also note the hub length is longer on the 45 bar compared to the 38.
