Hayden, it's very common on 25 to 26cc. gas engs. to "start" at 12 1/2" measured from the header flange, around the C/L of the header, and down to the start of the convergent cone.
If your choice of pipe is well designed, there won't be a great deal of difference in the tuned length for a 28.5 to 29.5cc., but a larger ID stinger is usually a better choice. It offers less back pressure, and keeps the eng. at a better operating temp.
As with all tuned pipes, the length you end up at is dependent on prop load and eng. design parameters ( mods ).
