I don't have any experience with that particular H&M Lobster Boat hull, but in general Hydro & Marine makes great hulls. The best fiberglass work you'll ever see. We've been using them with great success in fast electric competition for a long time. Fine Design Marine in New York handles them. Try "finedesignrc.com"

I have a Drifter S from H&M and the molding is first rate. I also had a chance to check out several other H&M hulls when I visited Chris Fine's shop (down the road about 50 miles) and they all looked very nice. Almost zero waviness in the glas, without alot of excess weight.

Legal? I don't know. I was just trying to imagine trying to shoehorn a .21 and a fuel tank in there.
